Police responded to a 911 call around 5:50 a.m., with a report that a man armed with two martial arts knives known as sai was threatening a woman. The responding officer tried to talk to Kevin O. Ruffin from across the street, but Ruffin charged at the officer with the knives. The officer tried to deploy a Taser, but Kevan Ruffin continued his charge, and Officer Bryan Pray shot and killed him. Officer was not charged for shooting.
