An off-duty Norfolk police officer was contacted by a family member stating that a man, Kelvin White, was allegedly threatened a family member. The off-duty officer reportedly identified himself to White and threatened White with a gun, to no effect. The off-duty police officer holstered his gun and attempted to wrestle White, got overpowered and then shot White three times, killing him. White was schizophrenic. The off-duty police officer, Edmund Hoty, has been charged with voluntary manslaughter.
