Kelvin Spencer Bracy had gone to a store when he was killed. A other being pursued by police officers for traffic infractions hit his van, which hit another other. Police say James William Dyson Jr., 27, of Virginia Beach, was driving the fleeing other. He was charged with felony eluding, second-degree murder, DUI maiming, first-offense DUI, driving on a suspended operator's license and failure to wear a seat belt.
