Deadly force

A man identified as Justin Ryan Bradley Proctor had left a bar after possibly getting into an earlier dispute, police said. He walked into a parking lot on the southwest corner of 2nd and Washington streets about 2 a.m. Proctor turned toward the uniformed officer, pointing a handgun at him, and failed to obey commands by the officer, Crump said. The officer fired, killing Proctor, who was pronounced dead at the scene.
