Deadly force

Prosper crashed the car he was driving, a cab, on the highway and was running from the scene when police arrived, according to authorities. An officer caught up with Prosper, and the two began struggling near the side of the highway, police said. The officer said he tasered and then shot Prosper after he bit the officer's finger.
