Officers James Stambaugh, James Dupuch, Villanueva and King responded to a call about a man who was walking around in traffic. By the time officers arrived, Gallardo was flailing around on the pavement. He was handcuffed. Gallardo died at Medical City Hospital of cocaine toxicity.
