Deadly force
Jovan Reed was a back-seat passenger in a rental car whose driver reportedly ran a stop sign at about 10:15 p.m. Police stopped the car in a driveway. Officer Frank Piatt shot Reed after he allegedly got out and pointed a gun. Witnesses disputed the police version, saying Reed did not have a gun and that police planted crack on him. Reed died at a hospital. In 2003, Platt had shot and killed Albert Rucker. Platt was also involved in a nonfatal shooting in 2005. In May 2010, investigators looked into whether Platt tried to plant some marijuana so that his girlfriend, officer Kara Hindman, could establish probable cause for obtaining a search warrant. Within a week, Platt applied for a service-connected disability pension and retired. Platt and Hindman weren't charged, though the department revised its policies for narcotics investigations.
