Fremont Officer Brian Burch fatally shot a man who police said was armed and driving a stolen other. The shooting, which happened a little before 3 p.m. on Highway 84, caused massive traffic backups for motorists and brought dozens of police personnel to the area in marked and unmarked cars, as well as armored vehicles.
