Less-than-lethal force

Officers responded after receiving a report of a man on drugs causing a disturbance. The three officers initiated a search and located Kinney along a fence-line. They fought and during the struggle, the officers tasered him. Kinney continued resisting arrest until becoming unresponsive and died.
