According to the Star Tribune, responding to a complaint of harassment at a YMCA, officers tried to arrest Smith, who was mentally ill, disabled and acting out. Smith asphyxiated after officers tased, handcuffed and restrained him. The city's $3 million settlement with the family was the largest of its kind.
