Deadly force

Someone spotted Jose Alvarez allegedly stealing items from their car and called 911. When officers arrived, Alvarez ran into a building and hid in the laundry room. Alvarez refused to surrender and a struggle ensued. One officer tasered Alvarez to no effect. Alvarez pulled a handgun from his waistband and officers struggled to gain control of the weapon. Alvarez fired his gun twice, missing both times, before one of the officers shot and killed him.
