Vigil, a retired corrections officer serving as a security guard at Las Campanas, was killed when his car was struck by a Jeep at the intersection of East Alameda Street and East Palace Avenue. The Jeep's driver, Leroy Roybal, was trying to outrun two officers, one of whom saw him speeding along Sandoval Street.
