John Laco was upset that his home was being condemned by the city due to fire damage. He showed up in the city hall parking lot with a shotgun, fired a few shots, then waited in his car with the barrel out the window for police to show up. When they showed up, Laco got out of the car with the shotgun and advanced on the officer who shot and killed him.
