Off-duty rookie officer Angela Hawkins shot Joey Foster Jr, who was described as mentally challenged. after he and another teen allegedly attempted to rob her. Shortly after 11 p.m., police said Hawkins was sitting in her personal car when Foster reached beneath his T-shirt and pulled out a weapon. Hawkins then shot Foster, who died at the scene. The second teen fled, but was caught a short time later.
