Less-than-lethal force

Mata walked around in traffic. Officer E. Athmejvar responded, decided that Mata appeared to be high and handcuffed him. Mata started struggling. Sergeant Balderaz put leg restraints on Mata. Mata was transported to Memorial Hermann Medical Center, where he died. It was determined that he had cocaine in his system.
