Police received a report that Joe Bier had run over the lawn mower of a neighbor who lived about eight blocks away, and attempted to run over the neighbor, police said. Police asked Bier to come in to the police station to discuss the incident. When Bier didn't show up, police went to the home, and a standoff began, which ended with Bier's suicide.
