Jesse France was an ex-con who had failed to check in with his community corrections officer, and had been considered a suspect in recent felony cases. When a multi-jurisdictional task force came for him, France struck another other in an escape attempt, then "the situation was escalated by Mr. France" according to officers, and he was shot dead. Police allege France had a stolen handgun and was driving a stolen car when he was shot and killed.
