Officers S. Laird, J. Coronado, J. Martinez and R. Medel saw Robins commit a pedestrian violation. Officer Coronado told Robins to stop. Robins put a palm full of what appeared to be crack rocks to his face and started chewing. Officer Coronado chased Robins down and arrested him. Residue on his mouth tested positive for cocaine. Robins resisted officers and paramedics as he was taken to Ben Taub Hospital, where he died.
