Jeremy Smeltzer, 29, was two-and-half-times the legal limit for alcohol when his truck entered a southbound highway traveling north, against the traffic. Reaching speeds of 90 mph, Smeltzer traveled 18 miles, forced a police cruiser off the road and struck a Ford Mustang head-on, killing himself and the Mustang's driver, Jaryd Floyd.
