Jeremy Andrews was arrested for walking in traffic and displaying an altered mental state. He was handcuffed and placed at the side of the road. Paramedics, called for a medical examination, found upon arrival that he had no pulse. The medical examiner determined that he died of methamphetamine intoxication.
