According to authorities, Officer Paul McDowell responded to a report of a sexual assault at a Valero Corner Store. When Officer McDowell responded, Flores, schizophrenic, tried to enter his other. Flores attacked Officer McDowell with a knife, wounding him in the face and hand. Officer McDowell fatally shot Flores. He received an EPPD Purple Heart Award.
