Kopp and two other suspects were beating an undercover operative during a narcotics sting gone south. Agents intervened and tried to apprehend all three. Only Kopp resisted, by refusing to freeze and show his hands, and only Kopp was fatally shot. A gun found some 40 feet away justified the killing.
