Janet Eimer, died after a trooper tried to pull over another motorist, David Wayne Colvin, because of a tail light violation. Colvin fled on Kansas Avenue, ran a red light and collided with the passenger side of Eimer's other at 18th Street, killing her. The same trooper initiated a chase on the same street that killed Kristin Saragusa.
