Eugene Threat, 20, was charged with reckless vehicular homicide in the death of James Reed, struck down as he stood in a vacant lot. Threat was also charged with evading arrest and traffic offenses. A passenger in the car, Shawn Robinson, 26, was charged with evading arrest. Reed was struck by a car allegedly fleeing police.
