Less-than-lethal force

Flory, high on cocaine, walked behind the counter at a Chevron station to look for his children. Shamsudin Shariff, who was working behind the counter, called police. Officer S. Pham responded and told Flory that he had to leave. Flory refused to leave without his children and attacked Officer Pham, Shariff and a second Chevron employee. Flory was eventually handcuffed and hobbled. He continued to resist throughout the commute to Ben Taub Hospital, where he died.
