According to DPD, officers chased a other after the driver committed a traffic violation. The driver drove away, then parked the other in the parking lot of an apartment complex. Howard, in the passenger seat, stepped out of the other and ran. As he ran, he pointed a 9mm pistol over his shoulder. Officer Eduardo Oliveros shot at him eight times, striking him three times. Howard died at Baylor Hospital.
