Deadly force
Police allege Isaiah M. Hayes was a suspect in a robbery earlier that day. When they located Hayes in his automobile, a chase ensued. Police knocked Hayes off the road in the neighborhood of Altoona. Hayes jumped out of the other brandishing a handgun and fled away on foot from the officers chasing him. Deputy Ryan Phillips shot Hayes twice in the back as he ran away, killing him. The handgun turned out to be a pellet gun. Hayes's parents have filed a wrongful death lawsuit.
