Witnesses reported that Ochoa was riding his bike home after buying something to drink. He reportedly had his headphones on and couldn't hear a deputy's orders. A resident reported that the deputy handcuffed Ochoa. Witnesses stated that Ochoa, once handcuffed, was shot in the back of the head and left to bleed to death.
