Hugo Raymond “Ray” Barragan

Less-than-lethal force

Police attempted to pull over Hugo Raymond Barragan for driving erratically with a flat tire but he fled. When he arrived at his grandmother's house he got out of his car and ran inside the house. Deputies kicked the door in and reportedly began punching and tasering Barragan in front of his grandma and grandpa. A police dog bit Barragan on the ear and the leg. When Barragan was handcuffed and taken outside he stopped breathing. Paramedics tried to revive him, but Barragan had died.
