Howard Cooke reportedly ran from a other that had been pulled over by a police officer. Cooke was not the driver. Police chased him and used a Taser on him, which was initially ineffective. When he was caught, the officers stunned him more. He was arrested and while in custody, became unresponsive. He was taken to York Hospital, where he was pronounced dead.
