Cardona urinated in a park, exposing himself to minors as he did so. Parents called police. Officer Justin Taylor and Corporals Tex Phillips, Richard Weathers and Janie Moore arrested him after a brief struggle. Cardona stopped breathing. Officers performed CPR. Cardona was pronounced dead at Northwest Texas Hospital. A grand jury cleared the officers in Cardona's death and commended them for trying to revive him. An autopsy could not establish the reason for Cardona's death.
