Rodriguez, shirtless, ran into traffic at the scene of a car accident. Officer R. Neaves responded. Rodriguez lay on the road, foaming at the mouth, and rolled around. Officers R. Neaves and A. Lopez, convinced that Rodriguez was intoxicated, subdued him, pulled him out of the road and called EMS. EMS took Rodriguez to Methodist Hospital, where he was pronounced dead.
