Smith came to a Wilmington hospital for mental health treatment but fled before checking in. Encountering local police, he stole a police car and was shot in the leg. He led officers on a 16-block chase before his cruiser was blocked in. Local police shot at him 31 times. Six of those bullets struck him, fatally.
