Deputies stopped Moise and another man on their bicycles near midnight. The other man was cooperative, but Moise bolted on foot. Deputies attempted to Taser him, with no success, but then Moise shed his clothes while running through a church parking lot and tried to get away in a drainage canal. He was drowned by 12:15.
