An officer saw a other in the parking lot of a Shell gas station that allegedly had a license plate on it that did not match the other. When the officer approached the driver, a physical confrontation began. During the fight, the officer reportedly saw Garrett Sheppard reach for a handgun. The officer shot and killed Sheppard.
