About 10:15 a.m., Franklin Reed III, a stranded motorist, fatally shot Florida Highway Patrol Trooper Joseph Bullock, 42, alongside Interstate 95. In turn Reed was shot in the chest by a passing off-duty Riviera Beach police officer, Jemel Headings. The shot wasn't immediately fatal and Reed turned his own gun on himself, committing suicide.
