Officers responded to 911 calls about a man acting erratically and possibly armed with a handgun. When police arrived, they found Frankie Santos with a gun and acting strangely, police said. Officers ordered him to drop his weapon, but he didn't comply. He then fired at the officers, who shot and killed him.
