Officer D.C. Proske, responding to an assault call, found Hernandez flailing around and speaking incoherently in a manner consistent with drug use. He handcuffed Hernandez with the help of paramedics. Officer M. Kasper, Officer J. Pickett, and Sergeant A. Elizondo responded to a call for assistance, but it is unclear whether they assisted the arrest. Hernandez died at a hospital.
