Deadly force

A Wagoner police officer initiated a traffic stop with a man who was driving erratically around 9:15 a.m. The officer said that Elisha Edward Kelley got out of his other and refused to follow commands. Kelley then became aggressive and charged at the officer and was shot and killed, police said. The district attorney cleared the officer of wrongdoing and noted that Kelley had refused to show his hands and was concealing what turned out to be a green tape measure.
