Less-than-lethal force

Officers responded to a complaint that someone was throwing something at a window. Sylve, smelling of alcohol, was found at the scene. He resisted arrest. Officers pepper-sprayed and arrested him. Sylve later died of cocaine intoxication. He matched the description of a man who had been assaulted at Club Toxic earlier that night.
