Deadly force

Dennis Plowden allegedly hit plainclothes officers with his car while trying to flee a traffic stop. He was shot and killed by one of the officers. He was unarmed and turned out not to be the subject of a homicide investigation that initially prompted officers to pull him over, police said. The officer was later charged with murder. In July 2021, the City of Philadelphia agreed to pay $1.2 million to settle a wrongful-death lawsuit brought by the widow.
