Just before 6 p.m., multiple callers reported Dennis L. Shaw's erratic behavior, which included running into bushes, trees, cars and a garage. "It was clear something was wrong," police chief Tom Casady said. According to police, Shaw was not arrested, but two officers took him to the ground and handcuffed him for his own safety. Shaw died minutes later.
