Dave Henry Bailey was shot to death by Newport News police after he allegedly raised a gun at them during a traffic stop. Officers had attempted to stop Bailey for two minor traffic violations--failure to make an appropriate stop at a traffic signal and the presence of a GPS device mounted on the windshield.
