East Orange cruisers were chasing a suspicious other when it struck and killed 55-year-old Darroll Morris and his pet Shih Tzu, Jordon, with which he had been walking on a sidewalk along Lincoln Street. Tariq Sewell, the 26-year-old alleged driver, was arrested a short time later and charged with death-by-auto, police said.
