Bayard Police Chief Zakary Douglass reportedly arrested Daniel Driscoll on suspicion of disturbing the peace. Driscoll's wife said Douglass was informed by several witnesses that Driscoll suffered from a phobia of being handcuffed behind his back. She said Douglass cuffed Driscoll's hands behind his back anyway, put him in the back of his cruiser, and then refused to remove the handcuffs after Driscoll was in medical distress. Shortly after being placed in the ambulance, Driscoll was pronounced dead.
