About 12:30 p.m., officers tried to pull over a driver for unspecified traffic violations when the driver fled. The driver crashed twice, hitting a 57-year-old woman driving north then hitting another car, killing Da'Karia Spicer, 10, and seriously injuring her brother, 5, police said.
