Officer Wheeler arrested Harwell without incident at the scene of a burglary in progress. Harwell later told Officers Wheeler and Summers that people were after him, began to resist, then stopped moving. Officer Crockett noticed that Harwell's lips were blue. Officers began CPR. Paramedics took Harwell to Mesquite Community Hospital, where he was pronounced dead.
