Less-than-lethal force

Police responded to a complaint that Mapp had illegally entered his car was attempting to force his way into his home. The first officer on the scene reported that Mapp "was stumbling around as if he was intoxicated," police said, and was ignoring the officer's orders to submit to an arrest. When Mapp began to physically resist, police said, the officer pepper sprayed him. Two more officers arrived and restrained him. He died moments later.
