Deadly force
Officers followed Clark, high on cocaine, as he drove a stolen van. He crashed the van. Officers told him to leave the other. Clark reached behind the driver's seat. He was shot with a stun gun. Sergeant Phil Dean shot Clark twice. Clark died at Northwest Texas Hospital. Accounts conflict concerning whether Clark was armed. At least four of five homicides by Amarillo officers in 2003, including Clark's, followed Texas Penal Code guidelines according to decisions by Potter County grand juries.
