About 11:30 p.m. officers responded to an attempted carjacking with a knife in the area of Market Street and Gough Street. Officers located and pursued the suspect, Cesar Antonio Vargas, to Otis Street. The officers ordered Vargas to drop the knife he was brandishing. He refused and charged the officers, who shot him collectively four times, killing Vargas.
